15th Meeting of the Heads of Security Authorities (SEENSA), convened in Varna under the Sofia Chairmanship of the South-East European Cooperation Process (SEECP)

From 6 to 9 October 2025, the 15th Meeting of the Heads of National Security Authorities (SEENSA) was convened in the city of Varna, Bulgaria, under the auspices of the Sofia Chairmanship-in-Office of the South-East European Cooperation Process (SEECP).

The event was hosted for the second consecutive year by the Bulgarian State Commission on Information Security, under the leadership of its Chairman, Mr. Petar Groshlev. The meeting was co-organized in close cooperation with the Regional Cooperation Council (RCC), whose delegation was led by Mr. Pavle Jankovic, Head of the Political Department.

The working sessions featured the participation of representatives from the European External Action Service (EEAS), while substantive contributions to the discussions, focused on domestic reports concerning the activities of National Security Authorities (NSAs) and the exchange of best practices in communication and information systems security, were provided by the Heads of SEECP NSAs.

Opening remarks on behalf of the Ministry of Foreign Affairs of the Republic of Bulgaria were delivered by Mr. Ivaylo Iordanov, Head of the Regional Cooperation Department, Southeast Europe Directorate.
